Intervention Mechanism
Invoice-level disclosure makes contract payments easier to track during project delivery. It shows billing, payment status, outstanding balances, and payment performance. This helps identify delayed payments, unusual payment patterns, and growing financial exposure.
Initiative Summary
Mozambique’s Public Infrastructure Data Disclosure Portal is operated by the Road Fund. It publishes infrastructure project and contract data aligned with OC4IDS. Its dashboard links individual invoices to contracts. It shows amounts invoiced, amounts paid, and outstanding balances.
Practice Lesson
This initiative demonstrates how invoice-level payment disclosure can strengthen financial oversight during project delivery. It makes payment flows visible at contract level. This helps identify delayed payments, payment gaps, and growing outstanding balances before they disrupt implementation.
