Intervention Mechanism
An open contracting reform uses a single electronic procurement system, full tender disclosure, complaint channels, automated risk indicators, and civic monitoring. These tools make tender decisions more transparent and easier to review.
Initiative Summary
Ukraine’s ProZorro reform moved public procurement into a single electronic system. It publishes procurement data and records key stages of the tender process. The system allows registered users to file complaints with the Antimonopoly Committee of Ukraine. It also uses automated risk indicators to flag suspicious procurements for audit review. DOZORRO adds civic monitoring, analytics tools, and follow-up with procuring entities or oversight bodies.
Practice Lesson
This initiative demonstrates how open contracting and digital procurement can make tender decisions more transparent, reviewable, and contestable.
