Case Summary
The Ottawa Light Rail Transit Public Inquiry found that Rideau Transit Group and its main subcontractor gave the City inaccurate information about project completion, while City Council was not informed that testing criteria had been lowered to allow the system to pass final testing. The system entered service before it was ready, and subsequent breakdowns and derailments exposed serious readiness and reliability failures.
