Intervention Mechanism
An early-review procurement oversight system examines tender and contract documents before key decisions are finalised. It uses legality checks, transparency review, and controls against criminal infiltration risks. The aim is to prevent procurement problems before award and during execution.
Initiative Summary
Italy’s National Anti-Corruption Authority developed a collaborative supervision model for Expo Milano 2015. The model reviewed procurement procedures before problems became harder to correct. It combined early document review, transparency checks, and cooperation with contracting authorities. Italy later used the model in other major projects and events.
Practice Lesson
This initiative demonstrates how early review can strengthen control in high-risk procurement. It helps identify weak tender terms, unclear contract provisions, and risky subcontracting arrangements. This allows corrective action before corruption or criminal infiltration risks become embedded.
