Intervention Mechanism
Tracfin, the financial intelligence unit of France’s Ministry of Economy and Finance, detected suspicious financial transactions involving more than €150,000 between 2015 and 2017, which were linked to alleged bribery and money laundering connected to a real estate development project.
Initiative Summary
The case concerns suspicious financial transactions linked to the expansion of the Cap Sacré-Coeur shopping center in Le Port between 2013 and 2019. Tracfin identified funds transferred from the accounts of two inactive sports associations sponsored by the developer. The beneficiary of these transfers was the former deputy mayor, who subsequently made several payments to the mayor.
Practice Lesson
The initiative demonstrates the value of Financial Intelligence Units (FIUs) in helping uncover corruption and money laundering schemes. By receiving reports of suspicious financial activity from banks, accountants, and other obligated service providers, FIUs can analyse this information alongside other data and share intelligence with law enforcement agencies, prosecutors, supervisors, and foreign counterparts.
