Initiative Summary
CoST acted as an integrity monitor in the procurement process for the Quito Metro Line 1, a USD 2 billion project, following its appointment by multilateral lenders. CoST provided independent technical support throughout the process, focusing on the public disclosure of key documentation, alignment with international transparency standards, and compliance with objective evaluation criteria.
Practice Lesson
This initiative demonstrates how independent technical support from an expert third party can mitigate critical tender risks, including bid challenges, procedural delays and tender manipulation, while reinforcing transparency and accountability throughout the selection process and enhancing confidence in the fairness and credibility of procurement.
