Case Summary
In 2021, civic groups alleged that Korea Land and Housing Corporation employees used inside information and third-party intermediaries to purchase land in the Gwangmyeong-Siheung area before the new-town project was publicly announced. A government inquiry later identified LH and Land Ministry employees suspected of using inside information to purchase land in the development area, with relatives and other third-party intermediaries also subject to investigation.
Risk Lesson
This case demonstrates how non-public project information can be exploited for speculative land purchases before formal project announcement. It highlights warning signs such as unusual pre-announcement acquisitions near a proposed site, use of family members or other intermediaries, insider access to development information, and clustered purchases in areas later designated for development.
